About Event

Welcome to Global Higher Education Forum (GHEF)

The Global Higher Education Forum (GHEF) serves as a platform for multi-stakeholders (such as academics, students, government agencies, policymakers, NGO, and industries) to discuss issues confronting the higher education ecosystem to promote discourse on higher education and to address related challenges and develop potential solutions. 

The forum provides an avenue to consider concepts, experiences, practices, and research findings on diverse issues in higher education from various countries, contexts, and perspectives. 

GHEF is organised collaboratively by the Ministry of Higher Education Malaysia (MOHE) and Universiti Sains Malaysia (USM). The National Higher Education Research Institute (IPPTN) serves as GHEF secretariat.

The digital economy is at the forefront of the Fourth Industrial Revolution (4IR), reshaping industries, markets, and societies through rapid digital advancements and transformative technologies. At the heart of this revolution is artificial intelligence (AI)—a powerful force driving economic growth, enhancing productivity, and fostering groundbreaking innovation across sectors. From semiconductors and agriculture to healthcare, business, and higher education sector, AI is transforming operations, boosting efficiency, and creating new market opportunities. This shift is also generating novel job roles, new industry ventures, and evolving digital competencies essential for the future workforce in the digital economy. As the this economy expands, understanding emerging AI trends and future outlooks is crucial for sustaining growth and ensuring inclusivity. By staying ahead of these advancements, stakeholders can fully harness AI’s potential, driving sustainable and inclusive economic development while preparing for future challenges and opportunities.

Sub-theme: Sustainability
Title: Emerging Frontier Technologies: Sustainability Agenda at the Cross-road

Frontier technologies—AI, blockchain, IoT, and quantum computing—are revolutionising economies and industries, offering immense potential to accelerate progress toward the Sustainable Development Goals (SDGs). These innovations enhance efficiency, optimise resources, and transform various sectors, including higher education. However, rapid advancements also raise societal concerns and environmental challenges, placing the sustainability agenda at a critical juncture. To ensure a more equitable and sustainable future, it is essential to balance technological progress with responsible governance, values and ethical considerations, and environmental stewardship.

PLENARY SESSION 1
Sub-theme: Policy Reforms and Governance Model
Title: Building the Inclusive Policy and Resilient Governance of AI

The rapid advancement and transformative impact of AI across sectors and industries necessitate comprehensive policy reforms and effective governance models to ensure the responsible and equitable development, deployment, and regulation of AI technologies for streamlining the AI integration process and optimising the resources at the national level. A robust AI policy framework must address the socio-economic impacts of AI while strategically leveraging its potential to drive sustainable growth across diverse sectors and industries. Such a framework should ensure that AI strategy implementation is inclusive, effective, equitable, and pivotally aligned with global development goals and national socio-economic development agenda. In addition, it is imperative to address the sustainable financial and resource optimisation dimensions of AI integration within policy development. This includes strategic investment in AI infrastructure, equitable sharing, and optimisation of resources (financial and expertise) to ensure long-term viability and promote inclusive access to AI technologies, enabling equitable benefits across all sectors, industries, and society. Good, dynamic, and agile governance is the cornerstone for effectively navigating and regulating AI policy reforms, ensuring the responsible and ethical development, deployment, and adoption of AI technologies among diverse stakeholders. Such governance fosters a balanced ecosystem where innovation thrives, risks are mitigated, and all stakeholders—including governments, industries, academia, and communities—actively shape and benefit from AI policy reforms. Moving forward, transformative leadership and stewardship roles of higher education in driving AI policy and governance frameworks across diverse sectors or industries, which serve as a nexus for research and innovation, talent development, and strategic partnerships to advance AI, foster interdisciplinary collaboration, and cultivate the next generation of AI-ready talent.

PLENARY SESSION 2
Sub-theme: University-Industry Partnerships
Title: Synergetic University-Industry Partnerships in Driving Digital Economic Growth and AI Evolution

Synergetic university-industry partnerships drive economic growth by bridging the gap between AI innovations and practical applications across key sectors. These mutualistic cooperatives are impactful in advancing high-tech manufacturing industries, such as semiconductor and Electrical and Electronics (E&E), to empower mall and Medium-sized enterprises (SME) to adopt AI-driven solutions and generate AI-driven talent. Universities contribute cutting-edge research and talent development by creating synergies between theoretical knowledge and real-world applications, while industries provide the necessary infrastructure, technological tools, and market insights. Universities act as hubs of research and innovation, developing cutting-edge AI technologies and ethical frameworks, while industries provide the resources, data, and platforms needed to implement these advancements. Through mutualistic partnerships, these accelerate the commercialisation of AI solutions, ensuring they address pressing societal and environmental challenges and drive socio-economic growth. In talent development, universities equip future AI professionals with the necessary skills, while industries provide practical exposure through internships, apprenticeships, and co-designed curricula. This alignment between academia and industry ensures a workforce capable of meeting evolving AI technology and workforce demands. This partnership ensures responsible AI deployment by combining academic expertise in ethics and governance with industry insights on real-world challenges and demands. As a result, university-industry partnerships foster inclusive growth, enhance productivity across sectors, and create equitable access to AI technologies. Together, they serve as a driving force for innovation, delivering impactful solutions that align with national economic demand.

PLENARY SESSION 3
Sub-theme: Cybersecurity and Data Privacy
Title: AI and Cybersecurity: Mitigating Risks and SAFEGUARDING Data Privacy

Digital resilience is essential to safeguarding systems, data, and privacy amidst the rapid evolution of AI technologies and emerging cyber threats. While AI accelerates innovation, it also exposes significant vulnerabilities, such as automated cyberattacks, data breaches, and exploitation of digital systems. Furthermore, the growing discourse highlights AI’s transformative role in modern digital warfare, where its capabilities are both a tool for advancement and a source of unprecedented risks. To address these challenges, cybersecurity frameworks must evolve with AI advancements to effectively detect, prevent, and respond to real-time and unforeseen threats. Equally important are robust data privacy measures to ensure ethical AI development, uphold public trust, and align with regulatory standards. To build digital resilience through the best cybersecurity and data privacy roadmap, the foresight of this matter must be explored, as well as AI-driven cybersecurity technology (such as through quantum computing and cryptography) for proactive threat detection and mitigation and effective data governance frameworks to ensure security and protection. Various institutions and organisations, including HEIs, are increasingly vulnerable to cyberattacks. Given their open digital environments and reliance on interconnected systems, HEIs also face heightened risks due to the vast amounts of sensitive data they manage. This includes human capital (staff) records, student information, confidential research findings, intellectual property (IPR), and financial data, all critical to their operational systems. Cyberattacks can significantly disrupt these systems, causing operational, economic, and reputational damage. Therefore, robust cybersecurity measures are essential to protect HEIs and other organisations from evolving cyber threats and risks.

PLENARY SESSION 4
Sub-theme: Technical and Vocational Education and Training (TVET)
Title: AI and Future-Proofing TVET: Upskilling and Reskilling

The rapid advancement of artificial intelligence (AI) and other cutting-edge technologies is transforming technical and vocational education and training (TVET), making it more relevant and focused for the future. In this high-tech-driven world, industries and the new job market demand highly skilled workers who can adapt to technological innovations, automation, and digitalisation. These technologies continue transforming TVET institutions, offering innovative ways to improve learning through personalised and engaging experiences that align with workforce needs. AI enhances TVET by personalising learning, aligning curricula with industry needs, enabling virtual simulations, automating assessments, and fostering continuous upskilling and reskilling for a future-ready workforce. Despite its potential, potential challenges like content quality, preserving human interaction, and addressing privacy issues must be tackled. A strategic and balanced approach and suitable tools will allow TVET institutions to optimise AI’s benefits for students, educators, and the tertiary education sector.

Sub-theme: Talent, ethics and values
Title: AI-Values Convergence: Shaping Talent for the Future of Work

The rapid advancement of artificial intelligence (AI) is fundamentally transforming the future of work, talent development, and the broader socio-cultural landscape. To thrive in this evolving environment, there is an urgent need to prepare a workforce that is not only technologically proficient but also ethically grounded, adaptable, and human-centred. This sub-theme explores the intersection of AI, values, and talent development through the integrative lenses of leadership, entrepreneurship, and the Humanities, Arts, and Social Sciences (HASS). It highlights the importance of equipping talent with AI literacy, critical thinking, and the ability to apply AI to enhance performance and drive innovation, while simultaneously embedding ethical reasoning, integrity, and human values into educational and professional development ecosystems. At the same time, it recognises the vital role of HASS in navigating and shaping the societal implications of AI. Far from being displaced, HASS fields are essential in interpreting the social, cultural, and ethical dimensions of AI technologies. By bridging AI innovation with human-centred values and humanities insights, this convergence offers a strategic foundation for shaping a more responsible, inclusive, and ethical future of work.
